Abstract


Lokasi penelitian dilaksanakan di Desa Ulak Makam Kecamtan Tabir Ilir Kabupaten Merangin, Penelitian ini berlangsung selama satu bulan pada tanggal 15 April sampai 15 Mei 2022. Penelitian ini bertujuan untuk mengetahui Upaya pemerintah desa dalam pengelolaan aset berdasarkan peraturan Menteri dalam negeri (Permendagri) Nomor 1 Tahun 2016 serta untuk mengetahui kendala yang dihadapi dalam pengelolaan aset desa Ulak Makam. Metode yang digunakan dalam penelitian ini adalah deskriptif dengan pendekatan kualitataif, pengumpulan data dilakukan dengan Teknik observasi, wawancara dan dokumentasi. Berdasarkan penelitian Pengelolaan aset desa berdasarkan Peraturan Menteri Dalam Negeri Nomor 1 Tahun 2016 tentang Pengelolaan Aset Desa yang meliputi perencanaan, pengadaan, penatausahaa, pemanfaatan, pengamanan, pemeliharaan, penghapusan, pemindahtanganan, pelaporan, penilaian, pembinaan, pengawasan, dan pengendalian sehingga menghasilkan laporan pengelolaan aset milik desa yang valid. Kendala dalam pengelolaan aset desa Ulak Makam yaitu,(1) Kompetensi SDM menjadi faktor penghambat dalam proses pengadaan dan penatausahaan, (2) Kurangnya komunikasi tentang penerapan regulasi pengelolaan aset desa, (3) Kepastian hukum kepemilikan aset, (4) sikap pelaksana yang belum patuh terhadap aturan, (5) rendahnya kesadaran dan partisipasi masyarakat, (6) komitmen organisasi belum berjalan maksimal.
